Justin Fulcher on Durability, Accountability, and Building Trust

“Execution over narrative. Accountability over optics. Durability over speed.” Justin Fulcher wrote those lines in a LinkedIn article, and they serve as a compact guide to a career spent inside heavily regulated systems. A March 2026 profile from Price of Business uses that philosophy to frame his path from healthcare startup founder to Pentagon advisor.

Lessons From Unreliable Infrastructure

The first test of that philosophy came with RingMD, the telemedicine company Fulcher co-founded at age 21 in 2013. The service connected patients and doctors remotely in multiple Asian countries. Many of those markets had widespread mobile access but weak healthcare infrastructure, so the platform needed to keep running when connections faltered and conventional care options were scarce or absent.

Working across jurisdictions with different medical regulations taught a hard lesson about consequences. A failure in healthcare software affects patients directly, and trust is earned slowly. That experience, according to the profile, shaped Fulcher’s preference for systems that hold up under pressure rather than products built for attention. Forbes Asia recognized the work in 2017 with a spot on its 30 Under 30 Healthcare & Science list. The honor arrived just four years after the company’s founding.

Applying the Same Standard in Government

Justin Fulcher carried that mindset to the Department of Defense in early 2025, serving as a Senior Advisor to the Secretary of Defense. He worked on acquisition reform and on speeding the adoption of new technology inside existing institutional structures. The profile reports that he helped shorten software procurement timelines “from years to months” and supported reforms to key IT systems across the department.

His current interests extend the theme. Fulcher focuses on defense technology innovation and on supply chain resilience for critical materials such as rare-earth elements. He completed a master’s in Nonproliferation and Terrorism Studies at the Middlebury Institute in 2023 and is now pursuing a doctorate in international affairs at Johns Hopkins SAIS. Justin Fulcher also remains on RingMD’s board as a minority shareholder, without an operational role. See related link for additional information.
